1. Introduction to ISO14000 certification
The ISO14000 certification standard emerged against the backdrop of severe environmental issues facing human society today, such as the greenhouse effect, ozone layer depletion, biodiversity loss, ecological deterioration, and marine pollution. It is a culmination of environmental management experience from industrialized countries. Its fundamental idea is to guide organizations to establish a self-regulatory mechanism for environmental management based on the PDCA model. From top leadership to every employee, everyone should proactively and consciously manage the relationship between their own development and environmental protection, continuously improve environmental performance, effectively prevent pollution, and ultimately achieve the healthy development of the organization. This standard applies to organizations of any type and size, and is suitable for various geographical, cultural, and social environments.
The Environmental Management System (EMS) is a component of an organization's overall management system, designed to formulate and implement its environmental policy and manage its environmental factors. This includes the organizational structure, planning activities, responsibilities, practices, procedures, processes, and resources necessary for the formulation, implementation, achievement, review, and maintenance of the environmental policy. ISO 14001:1996, Environmental Management Systems - Specification with Guidance for Use, is an international standard officially promulgated by the International Organization for Standardization (ISO) in 1996, intended for certification purposes. It serves as the core of the ISO 14000 series of standards, requiring organizations to establish an EMS to achieve the goals of supporting environmental protection, preventing pollution, and facilitating continuous improvement. By obtaining certification from a third-party certification body, organizations can demonstrate to the outside world the compliance and level of environmental management of their EMS. Since the ISO 14001 EMS can bring numerous benefits such as energy conservation, enhanced corporate competitiveness, customer acquisition, and credibility with governments and the public, it has received positive responses from a wide range of enterprises since its release and is regarded as a "green passport" for entering the international market. At the same time, due to the promotion and popularization of ISO 14001, it can play a macro role in coordinating the relationship between economic development and environmental protection, enhancing public awareness of environmental protection, promoting conservation, and driving technological progress. Therefore, it has also received increasing attention from governments and the public worldwide. To clarify and specify the requirements of the ISO 14001 standard, ISO revised the standard and issued the new version of ISO 14001:2004, Environmental Management Systems - Requirements with Guidance for Use, on November 15, 2004.
2. Conditions required for applying for ISO14000
1. Within one year prior to the application date, no penalties have been imposed by local environmental protection authorities;
2. Pollutant emissions shall comply with national or local pollutant emission standards;
3. The product applying for certification belongs to the list of environmental labeling product categories that are publicly announced by the state as eligible for certification;
4. Meet the environmental labeling product standards or technical requirements issued by the state;
5. Capable of normal mass production with stable technical indicators;
6. Establish a guarantee system for environmentally labeled products;
7. It should possess a product quality certification or a product production license, or a product quality certificate issued by an inspection agency recognized by the standardization administrative department at or above the provincial level within one year.
