Advocating for "green" and "environmental protection" has become a global consumer trend, with more and more consumers inclined to purchase consumer goods that are harmless to human health and the environment. The trend of green consumption has expanded to the textile industry, involving various textiles such as clothing, apparel, bedding, towels, hats, shoes, socks, gloves, etc. that may come into direct and long-term contact with the skin or occasionally come into contact with the mouth.

 

Many famous buyers have actively responded to this public awareness, examining their products from an ecological perspective, and have put forward many environmental requirements for ecological textiles, strictly controlling the quality of the products they purchase and sell. Many developed countries, especially those in Europe, as well as some international organizations, have also introduced various laws, regulations, and standards to support and guide this environmentally friendly development trend.

 

Manufacturers and supplier companies need to protect their interests in the face of these restrictions, and environmental testing is the first step. The testing of ecological textiles is not only an inspection of the quality of textiles during the production process, but also an indispensable link in current textile trade and entry, and sometimes an important evidence for resolving trade disputes. It can be seen that the testing of ecological textiles is not only a barrier to protect the ecological environment and human health; It is also an effective tool to promote the sustainable development of social production and protect the interests of consumers, distributors, and producers.

EU releases regulation on CMR restrictions for textile and footwear products (EU) 2018/1513

 

 The European Commission (EC) has published Regulation (EU) 2018/1513 in its Official Journal (EUOJ), revising the list of restricted substances in Annex XVII of the EU REACH Regulation to restrict the use of carcinogenic, mutagenic, and reproductive toxic (CMR) substances in clothing and related accessories, other textiles, and footwear products.

 

On October 10, 2018, the European Commission issued Regulation (EU) 2018/1513, which revised Appendix XVII of Regulation (EC) No 1907/2006 on the Registration, Evaluation, Licensing and Restriction of Chemicals (REACH) regarding certain substances classified as carcinogenic, mutagenic, and reproductive toxic (CMR) Class 1A and 1B. This regulation adds Article 72 to the list of restricted substances in Appendix XVII, restricting the use of 33 CMR substances in clothing and related accessories, other textiles, and footwear products.

 

 

 

Starting from November 1, 2020, substances listed in Annex 17 shall not be sold on the market when their concentrations exceed the values specified in Annex 17 in the following goods:

 

1. Clothing or related accessories

 

2. Non clothing textiles that come into contact with human skin to a degree similar to clothing under normal or reasonably foreseeable conditions of use

 

3. Footwear

 

 

 

This restriction does not apply to:

 

Clothing, related accessories or shoes made entirely of natural leather, fur or animal skin, or components made of natural leather, fur or animal skin on them.

 

Non textile fasteners and non textile decorative components.

 

Second hand clothing, related accessories, textiles other than clothing or footwear

 

Indoor use of full carpet and floor textiles, small carpets, and long carpets.

 

Personal protective equipment (PPE) within the scope of Regulation (EU) 1016/425

 

Medical devices within the scope of Regulation (EU) 2017/745

 

Disposable textiles (designed for single use or limited time use, and cannot be used for the same or similar purposes in the future)
